BRISBANE, Feb 24 AAP - Nine teenagers have been charged after a party involving hundreds
of youths spiralled out of control in the north Queensland city of Townsville overnight.

A police spokeswoman said three police crews were called to a disturbance at an address
in the suburb of Heatley at 12.05am (AEST) today.

They found up to 300 youths at the front of the Crocker Street address.

CANBERRA, Aug 25 AAP - Liberal frontbencher Christopher Pyne says suggestions the coalition
interfered in the police investigation into Labor MP Craig Thomson are not only wrong,
but defamatory.

Opposition justice spokesman George Brandis admits he phoned the NSW police minister
four days before the police began an investigation into the misuse of Mr Thomson's union
credit card.

The government has warned against political interference in the case, with Labor minister
Tanya Plibersek labelling the phone call "completely, completely improper".

But Mr Pyne on Thursday said allegations of interference were a smokescreen, given
the police inquiry had yet to start when the call was made.

"The idea that ... somehow George Brandis interfered in a police investigation is highly
defamatory and completely untrue," he told ABC Television.

Mr Pyne repeated the call for Mr Thomson to make a personal explanation to parliament
over the matter and hinted that the member for Dobell had something to hide.

"His concern is that if he does, he will mislead the parliament and be found in contempt."

But Ms Plibersek said Mr Thomson's denials were already on the public record.

"The idea that he has to come into parliament day after day, after day and say the
same thing is nonsense," she told ABC TV.

Asked if Senator Brandis should then address parliament about the phone call to the
NSW police minister, Mr Pyne replied: "He might choose to do so."

CANBERRA, April 23 AAP - Young people, single parents and the unemployed all struggle
to find an affordable rental home, a major social welfare charity says.

Anglicare Australia's state and territory offices looked at advertisements for rental
properties in their local newspapers earlier this month.

The organisation's executive director Kasy Chambers said the results of their in-house
survey, released on Friday, revealed there were virtually no homes listed that welfare
recipients and single parents could reasonably afford.

Ms Chambers said rent more than 30 per cent of a person's limited income was generally
regarded as not economical.

On that basis, Anglicare found there was no affordable housing for Youth Allowance
or Austudy beneficiaries in Brisbane, Adelaide, Canberra and Tasmania.

Almost no options existed for a single parents with children, or even an unemployed
person, in Tasmania, while the situation worsened in Adelaide and Brisbane.

Only two properties were suitable for anyone at all on a low income in Canberra.

Ms Chambers said where accommodation was classified as affordable, it was usually for
single aged and disability pensioners, who receive slightly higher welfare payments.

"In the vast majority of cases it was for rooms in share houses," she said.

"In Australia's tight rental market, aged and disability pensioners are unlikely to
be the first priority of any group house."

Ms Chambers pointed out the survey did not take into account the condition of homes
people on low incomes were forced to live in, or of additional costs associated with them
- such as power bills.

"Access to safe, secure and affordable housing underpins the capacity of us all to
make a positive contribution to our society," she said.

"If we are to become a truly inclusive society we need to grow the supply of social
and affordable housing in all our communities."

The results of Anglicare's survey come a day after the National Union of Students (NUS)
released the results of a similar inquiry into housing affordability.

It asked almost 1000 university goers about housing matters during their first week
back on campus, earlier this year.

Of those who took the questionnaire and lived out of home, 66 per cent believed the
stress rent placed on their personal budgets was extreme.

A Melbourne drugged driver who killed two workmates when he sped through a red light
has been jailed for 11 years.

26 year old MICHAEL TALKES was affected by cannabis when he sped through an intersection
in Melbourne's west .. killing 39 year old PETER FUSS and 27 year old MARK CORNEA .

TALKES pleaded guilty to two counts of culpable driving over the crash in July last year.

CANBERRA, Aug 2 AAP - Opposition frontbencher Tony Abbott has slammed the conduct of
Labor's national conference, describing it as a gathering on Mogadon.

The three-day conference, the first since the 2007 federal election ended more than
11 years of coalition government, came to a close on Saturday with criticism that it was
too stage-managed and lacking passionate debates of previous years.

"It's been a conference on Mogadon," Mr Abbott told the Ten Network on Sunday, adding
it was bad for "our polity".

"Debate is a good thing, a sign of life, not division and there's no life in modern Labor."

NSW: Crocodile visit to south coast campsite

Campers enjoying a break on New South Wales' south coast have been confronted by a
saltwater crocodile.

Police say the one and a half metre croc was discovered walking around a scout camp
on Arthur Kaine Drive at Pambula about 5pm (AEDT) yesterday.

About 20 people were camping at the time.

The reptile was restrained by campers and taken to Wildlife Information Rescue and
Education Service carer in Bega.

National Parks and Wildlife Services officers say it's highly unlikely the crocodile
made its own way to Pambula from its natural habitat on the coastline of tropical northern
Australia.

Authorities are now trying to track down its owner.

Melbourne's New Year's Eve fireworks display is expected to go ahead .. despite the
massive explosion that destroyed most of the NSW factory which supplies the city's pyrotechnic
display.

Melbourne Lord Mayor JOHN SO says he's confident fireworks company Howard and Sons
will still provide a full program.

City of Melbourne's marketing and events chairman CARL JETTER says New Year's Eve revellers
will be offered a full program of free entertainment.

Mr JETTER says the fireworks are just part of the program.







This year's celebrations will take place at the Royal Exhibition Buildings .. Birrarung

Fed: Qld to abide by Labor Party's decision on uranium

SYDNEY, April 27 AAP - Queensland Premier Peter Beattie says he will abide by any decision
by Labor to overturn the its 25-year opposition to new Australian uranium mines, even
though he's against such a move.

Labor delegates attending the party's national conference in Sydney will vote this
weekend on whether to dump the ALP's three mines policy.

Opposition Leader Kevin Rudd says he is confident the plan will get the nod from delegates,
despite several members of his frontbench team, including Anthony Albanese, Penny Wong
and Peter Garrett opposing the plan.

On his way into the conference today, Mr Beattie said that while he opposed the proposed
policy change, if the conference voted in favour of it he would adhere to it.

"If the decision's left to us, then there won't be uranium mining," Mr Beattie told
reporters to loud chants from anti-uranium protesters.

"The important thing is if there's a national approach we'll follow it. But if not,
then we will stick with the existing position in Queensland.

"If there's a national policy that lifts the number of mines that will mean more uranium
mining in South Australia. If the position is it's left to Queensland, then we won't mine
uranium."

Mr Beattie also said the three-day conference highlighted it was time for a fresh start
for Labor.

"I think the most important thing that will come out of the conference is not just
the debates but the fact that this is a fresh start for the Labor Party," he said.

"We've got a new leader, a leader with ideas who's fresh. That's all we wanted. Australia
wants a change. I mean it is time. I know it's the old slogan, but it is time for change
and Kevin Rudd offers a fresh approach."

Tas: Plane forced to make emergency landing in Launceston

HOBART, Dec 27 AAP - Two men and a dog escaped uninjured today when their light aircraft
made an emergency landing in northern Tasmania.

The aircraft had electrical problems and landed at Launceston Airport at 3.15pm (AEDT),
a Tasmania Police spokesman said.

"Luckily, they have got down safely and without trauma," he said.

The main runway at the airport was expected to remain closed until later this afternoon,
the spokesman said.

NSW: Fire crews to clean up diesel spill after marina fire

(EDS: Increases the number of boats destroyed on updated fire brigade information)





Fire crews will spend the day cleaning up a diesel spill in Sydney's Gunnamatta Bay
after a marina fire at the Royal Motor Yacht Club destroyed six boats last night.

Five boats were destroyed by fire while the sixth sank at its mooring.

It took 20 firefighters just under an hour to control the blaze.

The cause of the fire is yet to be determined.

SA: Africa suffering from a brain drain says minister

Africa is suffering a brain drain .. with one third of its professionals being lost
to the developed world.

South African Education Minister NALEDI PANDOR has told a university conference in
Adelaide .. three quarters of doctors in Ghana and Zimbabwe emigrate within a few years
of completing their degree.

It's also estimated about half of the Ethiopians who went overseas to study in the
last 10 years .. didn't come back.

Ms PANDOR says a number of possible remedies have been suggested .. including developed
nations reimbursing Africa's health and education systems.

But she says the long-term solution is to try and enhance the contribution people can
make to their country of origin.

A police spokeswoman on the Gold Coast says they believe the messages aren't real ..

but she says police have made plans just in case.

Similar messages have also been reported in Victoria and Western Australia.

Victoria Police Commissioner CHRISTINE NIXON says her officers have tracked two messages
in Victoria to one person .. and she says that person's been spoken to.

Violence has flared in the suburbs of Sydney since Sunday night .. as a result of clashes
between groups of youths .. which police have struggled to control.

American's Domestic Capacity Will Be Down an Additional 3.2 Points By March 2003.

FORT WORTH, Texas -- American Airlines today announced that it has cut additional capacity for the first quarter of 2003.

As measured by available seat miles (ASMs), domestic capacity -- defined as the 48 contiguous U.S. States, Alaska and Canada -- will be down by 3.3 percent in March 2003 over the same period in 2002. This schedule reduction is 3.2 points deeper than the original plan announced earlier this year, which projected domestic capacity as relatively flat for the quarter. Following this revision, American's March 2003 domestic capacity will now be down 18.6 percent from the same period in 2001.

After this further reduction of first quarter capacity, American projects that the domestic capacity reduction for the full year 2003 versus the full year 2002 will now approach 5 percent. The original plan had anticipated a decline of 3.6 percent.

"We continue refining our domestic schedule to meet anticipated demand," said Henry Joyner, American's Senior Vice President-Planning. "During this period, which is seasonally the lowest quarter for passenger traffic, we've been able to trim flights while preserving a wide variety of scheduling options for customers. And we've done the reductions in such a way that they would not impact any one market significantly more than another."

Joyner said the airline did not anticipate any new reductions to its international schedule in the first quarter.

The airline is actively looking at what impact this may have on its employment levels. Individual departments are reviewing the first quarter schedule to determine staffing needs. However, the airline is on target for eliminating the 7,000 jobs it previously announced in August.

In addition to reducing its scheduled flying, American has been aggressively cutting its operating expenses. It has already identified more than $2 billion in savings that are currently being phased in. The company is actively working toward achieving permanent, structural cost reductions of between $3 billion and $4 billion.

Baidu, BMW ink pact on in-car search services.(Brief article)

Aug. 10, 2011 (China Knowledge) - Baidu Inc<BIDU>, China's No.1 Internet search provider, announced that it has inked an agreement with German luxury-car maker BMW AG to provide its search services in some of the BMW's vehicles, sources reported. Baidu said in a statement that a platform will be developed to enable car owners to read email, view maps and other information in their vehicles in China. Baidu expects to further expand its services beyond personal computer-based Internet search. The internet-search giant is also in talks with other automakers about similar possible cooperation, said Baidu, without elaborating. In July 2011, Baidu reached an agreement with a Chinese television company to provide TV-based search services. Baidu saw its net profit reach RMB 1.63 billion in the second quarter of this year, representing a year-on-year increase of 95%, according to a statement filed with the Nasdaq Stock Market. Basic and diluted earnings per American Depositary Share amounted to RMB 4.68 and RMB 4.67, respectively. On a non-GAAP basis, the company's net profit stood at RMB 1.67 billion in the second quarter of 2011, a 94.1% increase from the corresponding period in 2010. Basic and diluted earnings per ADS, on a non-GAAP basis, were RMB 4.78 and RMB 4.77, respectively.

However, Flood trimmed the gap with a penalty and then linked with Dupuy to send Hamilton over from a quick tap penalty. Flood's conversion narrowed the gap to three points and with the tensions rising the match looked like it might well boil over. Replacement Leicester scrum-half Harry Ellis incensed the home fans and was lectured by the referee for up-ending Carter in the tackle. But the New Zealander is no soft touch and he shrugged off the incident to slot a late penalty as he began his six-month sojourn in the south of France with a victory.

Halifax web customers shut out for 18 months.(Business)

MILLIONS of Halifax customers have been locked out of their internet savings, investments and credit card accounts for up to 18 months.

On Monday, Halifax shut large parts of its website, effectively forcing up to 3.5 million customers to wait on hold on the phone or queue in branches to complete the most basic tasks.

They will no longer be able to request a PIN reminder, change a credit limit, amend or cancel a direct debit payment or use a debit card to pay off a credit card bill online.

Those using the bank's online investment service will not be able to top up their Isa or view and manage their investments. Meanwhile, savers cannot make online payments or transfers to other Halifax or Bank of Scotland customers.

These services will all be blocked for 12 to 18 months while the website is revamped.

Customers with a Halifax bank account, Web Saver or an Instant Access savings account will not be blocked.

Marc Gander, from bank campaign group the Consumer Action Group, says: 'This just beggars belief. There is no possible justification for withdrawing vital services for so long.

'This is hugely unfair to existing and new customers, who will join expecting services that they won't get.'

A notice on the Halifax website states: 'We apologise for any inconvenience these changes may cause and thank you for your patience as we continue to build a better online banking service for the future.'

Customers have been advised to phone the bank's helpline.

But when Money Mail phoned its savings line we were told it was currently receiving 'high call volumes' and that we should try using the bank's online services.

A Halifax spokesman says: 'We've listened to what our customers want and have introduced a new look and feel. Over the long term, this will make it easier to use -- building a better site for our customers.'

"Citizens and Governance": an alternative approach to American government.

I taught "Citizens and Governance" in the Spring semester of 1996. The course was taught as a "pilot" course offering for a new undergraduate curriculum plan that the university was in the process of formulating. The course was intended to replace the department's American Government courses. Once the new plan is implemented, "Citizens and Governance" will be a mandatory course for all undergraduates in order to graduate, except for certain transfer students. It is envisioned that students will take the course either in the second semester of their first year or in the first semester of their second year.

In the summer of 1995, I was a member of a multidisciplinary committee composed of select faculty from the departments of economics, philosophy, and political science. The mission of the committee was to develop the general goals, outline of topics, and pedagogical approach for the course. I was selected to teach the first offering of the course. Building on the committee's efforts, I developed a working syllabus for the course during the fall semester of 1995.

I designed the class to fulfill the general criteria established for the course in the new curriculum plan. To satisfy these criteria, the class had to be fundamentally different than the standard American Government course. The class was quite multidisciplinary in its approach and materials, emphasized multiculturalism, and devoted considerable attention to comparative and normative aspects of citizenship and governance. Little discussion was given to particular governmental institutions and specific political processes.

In the spring semester, eighteen students enrolled in the class. The students ranged in college experience from a first-semester freshman to a graduate student. Most of the students were in their first or second year.

Given the timely and controversial nature of many of the topics covered in the class, I emphasized from the outset that students were expected to use constructive listening skills in responding to each other's comments and oral presentations. I also emphasized the value of acknowledging and appreciating that multiple perspectives existed on these timely topics.

I reinforced these class priorities by using a "contending viewpoints" format for the oral presentations. Typically, two students would present articles representing very different perspectives on a particular issue. In a subsequent quiz or test, I would ask students in an essay question to identify the arguments and supporting evidence for the arguments, and then compare and contrast those arguments and evidence.

Given my interest in educational technology, I employed some computer-assisted instructional techniques while teaching the course. I used PowerPoint slides to supplement my lectures. Also, I required the students to use PowerPoint slides for their second oral presentation, which meant teaching them the basics of preparing a PowerPoint presentation. I also used some CD-ROMs for illustrative purposes, and exposed students to the Internet for locating course materials.

Overall, I was exceptionally pleased with the course. The level of students' class participation exceeded any class that I had ever taught, including graduate and honors seminars. Also, I was able to successfully incorporate some of the materials from the course into a large-section American Government course that I taught the following semester. In addition, one of the students in the class was the president of the university's student government association, and two other students were representatives in the Academic Senate. Those students all had votes on whether the new curriculum plan would be adopted. They developed favorable attitudes toward the plan based on their positive feelings about this course. Finally, with the philosophic impetus provided by the last section of the course devoted to civic involvement, I decided to run for a local position in government, and was successful in my efforts.

General Goals

This course will develop students' awareness and understanding of their roles, rights, and responsibilities in dealing with others in society. It will explore how culture, class, race, and gender effect how people interact with each other and the political system. The knowledge and skills developed in the course will enhance students' capacity for making informed and responsible choices when dealing with others in their private lives, in the workplace, and in the political system.

Specific Objectives

This course will attempt to accomplish several specific objectives. First, to prepare students for their roles in a pluralist democracy in an increasingly globally-connected world by making them aware of the wide array of social problems present in society and having them consider the numerous ways of approaching these problems to which there are no simple solutions. Second, to further develop students' critical thinking by exposing them to different argument styles, different types of supporting arguments, and to various chains of reasoning used to arrive at specific conclusions following an argument. Students will be exposed to a variety of perspectives on different controversial issues and will comment on and evaluate the organization and content of contending arguments over these issues. Third, to further develop the communication skills of students by enhancing their abilities to listen and respond to contending arguments, and to speak persuasively when presenting their own and others' arguments. To help them learn to present their own arguments persuasively, students will be exposed to the significance of listening to others and the importance of considering opposing viewpoints when framing their own views. Finally, students will be presented with viable alternatives to the "litany of complaint" mentality, the "fear induction" tactic, and the "scream but don't listen" response that are used by many in private and public spheres to deal with problems and controversies. Students will be exposed to these alternatives to dispel the notion that "an individual can do nothing" to address the pressing social, political, and economic problems of the times.

Course Format

The course is divided into four sections, each of which has several sub-topics that will receive extensive attention. The first section of the course addresses the individual and community. In general, this section will focus on three major areas: the nature of a community; the forms of diversity within a community; and, the impact of diversity on communities. The second section of the course will focus on a particular form of community, the state. It will examine the meanings and differences between certain critical concepts, such as state, nation, political system, and government. Then, the section will explore various types of governments and examine the differences among those types. Within the context of this discussion, the nature, possibilities, and limits of democracy will be analyzed in depth. The third section of the course will focus on the relationships between citizens and governments. The section will address the nature and interaction of rights, liberties, and responsibilities in society. This section will consider what should be the appropriate balance between individual rights and liberties and our obligations to different communities including the state. Also, the section will explore the proper role of the state in achieving this balance. Finally, the impact of diversity on this balance between rights and responsibilities will be examined. The fourth section of the course will consider civic involvement: traditional and non-traditional means of involving oneself in civic life; the costs and consequences of such involvement; and strategies that can improve one's influence on civic affairs. This section will conclude by examining the question whether civic involvement should be a requirement of community life, e.g., whether it is a good idea to make a certain number of hours of community service a requirement for graduation from the university.

Grading Policy

There will be four tests during the semester, composed of short-answer and essay questions. The first three tests will cover the first three major sections of the course. There will be one test per section. The fourth examination will be a comprehensive final examination, covering the fourth section of the course and all the previous sections. In addition, students will be required to respond to a number of announced in-class assessments. The assessments will resemble mini-quizzes consisting of one or two questions on a particular reading. The primary purposes of these assessments are to gauge students' comprehension of the required readings and to reinforce the values of attending class and staying current with the assigned readings. Students will also be required to deliver oral presentations, participate in class discussions, and prepare various writing assignments.
